Rahtore after two fresh first information reports (FIRs) were filed against him by the Central Bureau of Investigation (CBI) in connection with the molestation of Ruchika Girhotra.

Rathore was also given relief in the third case registered against him for allegedly abetting Ruchika's suicide, as the court directed CBI to give him a four-day notice before arresting him.

Chandigarh, Jan 18 - The Central Bureau of Investigation (CBI) Monday strongly opposed the anticipatory bail sought by disgraced former Haryana police chief S. P. S. Rathore in connection with two fresh police complaints against him.

CBI submitted its reply in the Punjab and Haryana High Court. Rathore, convicted for molesting teenager Ruchika Girhotra, had moved the high court seeking anticipatory bail after a district court of Panchkula town in Haryana had dismissed it Jan 8.

A session court has denied anticipatory bail to S. P. S., the former DGP of Haryana on Friday. Two FIRs where registered against Rathore in the molestation case of Ruchika Gehrotra, a budding tennis player.

According to the FIRs filed by Ruchika's father Subhash and brother Ashu on December 29, Rathore has been convicted of molesting teenager Ruchika and was booked for the charges of attempt to murder, criminal intimidation, forging and fabricating evidence, wrongful confinement and criminal conspiracy, which are non-bailable charges.

With a fear of the involvement of the high rank officers in the case, the Haryana government has already recommended the CBI to take over the case as it may create complexities for the police force.

Additional district and sessions judge Sanjeev Jindal dismissed the bail plea filed after two fresh FIRs were registered against Rathore Dec 29.

Rathore's anticipatory bail plea on two fresh first information reports (FIRS), which were registered Dec 29.

The argument in the court went on for over two hours.

A special Central Bureau of Investigation (CBI) court in Chandigarh had Dec 21 held Rathore guilty of molesting 15-year-old Ruchika Gehrotra and sentenced him to a six-month prison term. Rathore was, however, immediately granted bail.

The ruling, which might eventually have some bearing on the criminal case of abetment of suicide of teenager Ruchika Girhotra against Haryana former police chief S. P. S. Rathore, was delivered by a bench of Justice Dalveer Bhandari and Justice A. K. Patnaik.

S-P-S-RathorePanchkula (Haryana), Jan 4 : Anand Prakash, who has been fighting the Ruchika Girhotra molestation case for the past 19 years, hailed the union home ministry's decision Monday to strip tainted cop S. P. S. Rathore of the police medal he was given for meritorious service in 1985.

"This is very encouraging for us and now we are more confident than before," he said.

"We all welcome this decision of the central government. With this development, we are quite hopeful that this case will soon reach a logical end," Madhu Prakash, his wife, said.

"We had got this case only last week and we are looking into every aspect of this matter. Our investigation is still under process and right now we cannot disclose our so far findings to anyone," Inspector General (Security) S. S. Kapoor, who heads the seven-member SIT, told IANS.

As per reports, Haryana Chief Minister Bhupinder Singh Hooda has written to the Home Ministry recommending that the police medal given to Rathore be taken back.

A decision in this regard will be taken after the Central Police Medal Awards Committee meets at the Home Ministry for a meeting chaired by Union Home Secretary G K Pillai.

The award committee, headed by Home Secretary G. K. Pillai, took the decision to withdraw the medal after a meeting Monday, an official said. The recommendation will now be sent to President Pratibha Patil.

The former police chief was awarded the medal Aug 15, 1985.

District sessions judge S. P. Singh, after hearing Rathore's counsel and wife Abha Rathore and Ruchika's family lawyer Pankaj Bhardwaj, asked the state government counsel to provide details of the case at the hearing slated to take place at 12.30 p. m.

Rathore did not come to the court Friday.

Ashu, who remained in hiding since his sister committed suicide Dec 1993 following torture unleashed by the Haryana police at Rathore's behest, said that he had moved an application Thursday evening to get a case under Section 306 of the Indian Penal Code
(abetment to suicide) registered against Rathore.

Ruchika Girhotra, S P S Rathore Panchkula (Haryana), Dec 31 : Ruchika Girhotra's brother Ashu submitted a fresh complaint to the Panchkula police Thursday evening seeking registration of a case of abetment to suicide against former Haryana top cop S. P. S. Rathore and other police officials.

The complaint also sought a case against serving Haryana inspector general of police (IGP) K. P. Singh, who was the Ambala district police chief when Ashu was booked in false car theft cases by the police at Rathore's behest.

Rathore in the two fresh first information reports (FIRs) registered against him, state government sources said here.

The committee will be headed by Inspector General of Police Shatrujit Kapoor and includes Panchkula district police chief Maneesh Chaudhary. The committee will examine the charges made against Rathore in the Ruchika Girhotra molestation case and subsequent events in the two new FIRs registered Tuesday evening.
