Chandigarh, Sep 30 The ruling Congress in Haryana Wednesday promised in its manifesto for the Oct 13 assembly elections to make the state power surplus in the coming years.

Releasing the party's manifesto here, Chief minister Bhupinder Singh Hooda and Congress general secretary in-charge for Haryana affairs Prithviraj Chavan claimed their party would register a thumping victory. The state has 90 seats.

"Being an agriculture-driven state, farmers and agriculture will again be our focal point of attention. We will establish farmers' commission (kisan ayog) and make provisions for crop insurance," Hooda said.

The Congress manifesto promised to open Kisan Navovidyalayas (schools) for the children of farmers to provide them quality education. It also promised to make Haryana power surplus.

"We inherited power scarcity from our predecessors. In the last 40 years, only one power plant was established in Haryana but we have started work on four of them. We would provide at least 20 to 22 hours of power supply in every part of the state," said Hooda.

Stressing on technical education, the Congress manifesto promises to open 30 new industrial training institutes that will accommodate around 60,000 students. There will be more mobile courts in the state and the party would make efforts to get Haryana its own high court.

The party also assured a loan waiver up to Rs. 10,000 for people from different sections of society.

"We will waive off the loan up to Rs. 10,000 taken by people from various sections of society. This step would benefit nearly 3.60 lakh people from the non-agriculture sector," Hooda said.

The manifesto also promised to initiate a pension scheme for handicapped people right from their birth.

It was also announced that nearly two lakh houses will be built in urban areas for the poor people.

Elections for the 90-seat assembly in Haryana will be Oct 13 and counting will be held Oct 22.(IANS)
