New Delhi, Jan 1  : The Bharatiya Janata Party (BJP) on Tuesday alleged that the Congress-led UPA Government is making all attempts to lure the people of the country ahead of the 2014 general elections through "lollypops" like the Cash Transfer Scheme, and added that the Centre has now realised that it cannot approach voters with its failures.

BJP spokesperson Mukhtar Abbas Naqvi said ''it is not cash subsidy, but a puppet''s play''.

" The government is playing a puppet game. Whenever election approaches, they (UPA) think that they can allure the people through these types of schemes. This government has not made any plan as to how this scheme will benefit the people at the grassroots level. So, I believe that it is not a cash subsidy, but a puppet''s play by the government," said Naqvi.

"And, this puppet game is aimed at to gain benefit in the elections and to mislead the people. This government has now realised the fact that it cannot go to the people of this country with its failures, so they alluring the people through these kinds of schemes. But I believe that this scheme will fail even before it is launched," he added.

The government''s ambitious direct cash transfer of subsidies scheme will be rolled out today. The government will today start the direct cash transfer of subsidy to bank accounts of beneficiaries in 20 districts.

The scheme will be rolled out in 11 more districts from February 1 and in 12 additional districts from March 1.

In a joint press conference with Information and Broadcasting Minister Manish Tewari here yesterday, Finance Minister P. Chidambaram said that initially there will be a direct benefit transfer in seven schemes.

Chidambaram said the government has identified 43 districts in which the scheme will be rolled out by the beginning of March.

"The scheme will be rolled out in 11 more districts on Feb 1 and 12 more districts will join on March 1," he said, and added that the scheme would be implemented in all the districts of the country by the end of 2013.

Chidambaram said the government has no intention to provide cash subsidy for food, fertiliser and petroleum products.

"At this stage there is no intention to transfer the subsidy on food, fertiliser, diesel and kerosene. The existing system will continue," he said.

The scheme aims at providing benefits of several government welfare schemes directly to the beneficiaries'' Adhaar-enabled bank accounts to plug leakages and reduce delays in their transfer.

A total of 26 schemes are to be covered under the direct cash transfer system. The system will be rolled out in various schemes according to the due date of payment.

Some of the programmes to be covered under the new system include scholarships, pension for the old and disabled and wages under Mahatma Gandhi National Rural Employment Guarantee Act. (ANI)
