CIA to Follow New Reforms to Meet 21st-Century Challenges

US intelligence agency CIA has decided to undertake major reforms and structural changes, including setting up an exclusive university for training spies, to meet the challenges of 21st-century like those posed by non-state actors.

CIA Director John Brennan, while giving message to the agency's workforce, said the initiatives are taken keeping in mind two fundamental shifts in the national security landscape.

He released an unclassified version of the CIA's Blueprint for the future and said that the fundamental shift is the marked increase in the range, diversity and complexity of issues confronting policymakers, and the second is the extraordinary pace and impact of technological advancements.

Brennan added, "We must make it easier for our officers to acquire new skills, to strengthen their leadership abilities and to deepen their distinctive tradecrafts while also broadening their understanding of CIA, the intelligence profession, and the national security mission".

He mentioned that the CIA needs to invest in people by enhancing talent and leadership development.

Brennan also announced that a new Talent Development Center of Excellence will be established to bring CIA efforts to improve the recruitment, performance management, training, and leadership development of diverse workforce under one roof.

All the training will be placed under CIA University, which will help in the creation of more opportunities for learning across disciplines, resulting into well-rounded intelligence officers.

CIA University will be led by a chancellor with the permission to educate and train officers able to function in integrated mission environments and to develop into the next generation of Agency leaders.

According to the blue print, creation of more systematic methods is needed for the better development of leaders and for the integration of the activities across the agency, starting with a plan to make multi-disciplinary exposure and experience the 'new normal' at CIA.
