Kandhamal, Apr. 8: Congress General Secretary Rahul Gandhi will address a rally in Orissa’s riot-hit Kandhamal District today.
During his visit, Rahul will attend meetings at Baliguda in Kandhamnal and Dharmagarh in Kalahandi districts.
The district administration has strengthened security at Baliguda, the epicentre of last year''s communal riots.
According to sources, the BJP has decided to bring Gujarat Chief Minister Narendra Modi to divert the people’s attention from Rahul’s address on the same day.

Raj Kaniha (Orissa), Apr 6 : Villagers in tornado-hit coastal district of Kendrapada of Orissa accused the authorities of turning a deaf ear to their plight.
Villagers said that they were partially starving, as there was no proper arrangement for food and drinking water.
"There is no proper arrangement of food and authorities are only providing us with the biscuits and water. We don''t have sufficient food to eat. We are still unaware of the extent of loss," said Usman Baig, a villager.
Malkangiri (Orissa), Apr 4 : Maoists have bombed two signal towers of a mobile phone service provider in Orissa''s Malkangiri District, police said on Saturday.
The incident took place yesterday when Maoists blew up the Kangrukunda and MPV-22 under Kalimela police station located about 30 kilometres from here.
The police officials claimed that they were aware of the attack even before any formal complaints about the incident were registered.
Bhubaneswar, Apr 3 : Nationalist Congress Party (NCP) chief Sharad Pawar on Friday failed to join a Biju Janata Dal- Left-Nationalist Congress Party rally here.
According to NCP officials, Pawar could not attend the gathering due to a problem with the aircraft that he was due to travel in.
"I would have liked to address the rally, but could not because of a technical snag in the aircraft," Pawar said.
