“Appa Rao was looking after military activities in AP state and guiding (the Maoists’) action teams,” a press note issued by the state police chief, R. R. Girish Kumar’s office said.

According to police sources, Sakamuri Appa Rao, alias Ravi was considered to be both a ideologue and a military strategist of the banned Communist Party of India (Maoist). He was involved in a series of high-profile attacks, including the landmine blast near Tirupati that nearly killed then Chief Minister N. Chandrababu Naidu in October 2003.
