New Delhi, Jan. 31 : Reiterating a pledge to root out terrorism from the India, Union Home Minister P. Chidambaram on Saturday said the Government has charted out two most important goals to achieve.

Releasing a report of his ministry here, he said first there was a need to raise the level of preparedness to meet increasingly sophisticated terrorist threats, and Second, there was a need to enhance the speed and decisiveness of the response to a terrorist threat or a terrorist attack.

He announced that some important organizational changes have been made to cater to the needs of a very demanding situation.

He said that the Internal Security division and the Police division have been strengthened. There are now two Joint Secretaries in each of the two divisions.

He said that the Multi Agency Centre (MAC) is now fully operational, and all agencies have nominated their representatives to MAC. He added that he personally reviewed the work of MAC on January 27, 2009 was pleased to find the MAC arrangement extremely beneficial.

He said that the next step is to connect the MAC, the S-MACs in the States and the Special Branches of the State police establishments.

Chidambaram also made it clear that there are a number of terrorist, extremist and insurgent groups which continue to pose a serious threat to the security of the country and the Government of India has sensitized State Governments and has asked them to remain at the highest level of alertness.

Earlier, in Ranchi, Chidambaram assured all states that were suffering from the menace of Naxalism, that they would receive help from the center.

Chidambaram, who was on a day's visit to Jharkhand, one of the worst hit by the Maoists insurgency, said the Center will usher all help to the state in its fight against the naxalism.

He met State Governor Syed Sibtey Razi and other senior officials, including those from the Central Reserve Police Force (CRPF), and discussed issues of internal security.

Chidambaram made it clear that the problem will take time to finish, but will be countered ultimately.

"The challenge of Naxalism is not yet over. In fact it will not be over in one week, one month or even one year. It will take time. It''s a long and hard struggle. But I have come here to assure the state government that central government fully supports the strategy and the policy of state government in combating Naxalism," he said.

Chidambaram also advised the top state officials to beef up security measures further, to tackle the Maoists.

"Clear policy guidelines have been given and clear direction has been given. The security situation in Jharkhand will improve and the menace of left wing extremism can be curtailed and ultimately defeated. There is no place for left wing extremism especially like democratic republic like India, there is no place for any banned organization to take arms and to kill people indiscriminately," he added.
